It is an honor and privilege to return to a sector that I am passionate about. A sector where I served in the highest office in the early 90s when the Education policy for Uganda was launched in 1992.
Nearly 30 years later, many things have changed in the education sector, the wider society of Uganda and globally. This necessitates the review of the 1992 Education Policy to respond to emerging education needs, trends, and to stimulate innovation in the sector.
I welcome the challenge of designing an appropriate and responsive education policy for Uganda in this era. I do appreciate the confidence placed in me by the appointing authority to lead the 2021 Uganda Education Policy Review Commission.
I serve with twelve members of the Commission who are eminent Ugandans with national and international expertise in the education sector, public policy, and beyond. I hail the technical team of the Commission made of researchers, statisticians, economists, communication specialists, and support staff for their invaluable input in this policy review process.
We are committed to prepare a new macro policy framework for education and sports for Uganda. We have ensured that the process is consultative, participatory, and all-inclusive. The report will be prepared using analyses, research, views and aspirations of Ugandans on the present and past reform initiatives in the sector.
I do acknowledge the receipt of views and recommendations of several stakeholders towards a refined education policy, and do invite similar submissions using various channels – Email, WhatsAPP, Twitter, letter, and meetings.
I call upon all Ugandans, major institutions and groups interested in this sector, to actively participate in this education sector policy review process. The success of this review process is hinged on the active participation of all stakeholders and the public. This is your opportunity to shape the education sector.
