Overview

About the Education Policy Review Commission.

The main function of the Education Policy Review Commission (EPRC) is to draft a new macro policy framework for education and sports for Uganda. This will replace the current Government White Paper on Education of 1992.

The Education Policy Review Commission was launched by the First Lady and Hon. Minister of Education and Sports in May 2021.

The 2021 education policy review entails conducting:

  1. A rapid assessment of the current education system.
  2. An in-depth analysis of the 1992 Education Policy.
  3. Public hearings on the education sector reforms in all sub regions, and
  4. Inviting the submission of views from institutions, umbrella organizations, and key groups.

The Commission was established by Legal Notice No. 5 of 2021.

Structure

Arrangement of the commission.

The Commission is led by a Chairman, Hon. Amanya Mushega. He is deputized by Dr. Joseph Muvawala. The administration and operation of the Commission is led by Ms. Prisca Boonabantu, the Secretary to the Commission.

The Commission has twelve members who are responsible for drafting a new education policy. It also has a team of technical and support staff with specific operational responsibilities. The structure of the Commission is accessible here.

A message from the Minister of Education and Sports.

I am proud to commission the review of the Education Policy of Uganda. The last time a review of the education policy in Uganda was undertaken was in 1989. The time has come for us to realign the policy direction for the Education and Sports Sector. This will ensure that the education we give to our children guarantees the attainment of Vision 2040 and the attendant aspirations of Ugandans.

I am counting on the Chairman and the Commissioners to capture the views of Ugandans during the education reform process. I urge the team to ensure that the policy formulation process is widely consultative, participatory and is guided by research. The policy design should be informed by past education policies, global educational policies and best practices.

As a nation and a dynamic education sector, we aspire to embrace UNESCO's five pillars in the design of a new Education Policy for Uganda. These are Learning to know; Learning to do; Learning to live together; Learning to be; and Learning to transform oneself and society.

My prayer as the leader of the Education and Sports Sector is that we will find real breakthroughs to transform our education to the satisfaction of all the people of Uganda.

A message from the Chairman of the Commission.

It is an honor and privilege to return to a sector that I am passionate about. A sector where I served in the highest office in the early 90s when the Education policy for Uganda was launched in 1992.

Nearly 30 years later, many things have changed in the education sector, the wider society of Uganda and globally. This necessitates the review of the 1992 Education Policy to respond to emerging education needs, trends, and to stimulate innovation in the sector.

I welcome the challenge of designing an appropriate and responsive education policy for Uganda in this era. I do appreciate the confidence placed in me by the appointing authority to lead the 2021 Uganda Education Policy Review Commission.

I serve with twelve members of the Commission who are eminent Ugandans with national and international expertise in the education sector, public policy, and beyond. I hail the technical team of the Commission made of researchers, statisticians, economists, communication specialists, and support staff for their invaluable input in this policy review process.

We are committed to prepare a new macro policy framework for education and sports for Uganda. We have ensured that the process is consultative, participatory, and all-inclusive. The report will be prepared using analyses, research, views and aspirations of Ugandans on the present and past reform initiatives in the sector.

I do acknowledge the receipt of views and recommendations of several stakeholders towards a refined education policy, and do invite similar submissions using various channels – Email, WhatsAPP, Twitter, letter, and meetings.

I call upon all Ugandans, major institutions and groups interested in this sector, to actively participate in this education sector policy review process. The success of this review process is hinged on the active participation of all stakeholders and the public. This is your opportunity to shape the education sector.

Key Milestones

Our achievements or key milestones.

The Commission has registered progress since its inception, in spite of debilitating effects of COVID 19. It accomplished the following:

  1. Undertook a rapid assessment of the current education system.
  2. Conducted an in-depth analysis of the 1992 GWP on Education to identify and establish the implementation levels for the various recommendations.
  3. Produced an Interim Report in November 2021 detailing progress of the Commission.
  4. Established rules of procedure for regulating the conduct and etiquette of meetings, and public hearings.

Public Hearings

Our public hearings.

The Commission plans to hold public hearings across the country with the aim to gain a deeper insight into the views and aspirations of the public on the present and past reform initiatives in the education sector. The public hearings will be consultative, participatory, and all-inclusive. The Commission will:

  1. Conduct public hearings with key groups, institutions, umbrella organizations, in all regions of Uganda.
  2. Invite all stakeholders and the public to submit views and recommendations to the Commission.
  3. Use social media platforms to promote public participation in the policy review process.
  4. Convene individual stakeholder meetings.
  5. Organize Thematic Virtual Public Hearings.
